I believe I've kept this within the NES colour palette, though I may have disregarded some other limitations of the system.

The 8-bit effect is achieved by masking different gradient maps to specific colours, and below those are a posterize effect, some black and white effects, and a pixel dither texture layer on "overlay" blending mode. All that is on top of a regular image

I was just now turning some layers on and off in this file, and realized that turning off the Black & White layers actually makes for a good effect as well. I kind of like this one more than the final. Whoops.
